What can you build without planning permission in 2026?
Sweden's planning-permission rules changed on 1 December 2025. This English overview explains the main limits and the checks that still matter in the Gothenburg area.
The rules are conditions, not an automatic approval
Existing exempt buildings on the property count towards the total allowance. Size, ridge height, placement, cultural heritage protection, shore protection, easements and utility corridors can all change what is possible. The municipality makes the final assessment for the individual property.
Distance to the boundary
Many permit-exempt measures placed closer than 4.5 metres to a boundary require written consent from every registered owner of the neighbouring property. Consent generally cannot replace permission towards a street, road or public space.
A notification may still be required
Even when planning permission is not required, a municipal notification and construction-start approval may still be needed when the work affects the load-bearing structure, fire safety, water and drainage, ventilation or a fireplace. Do not begin work until any required start approval has been issued.
Before you build
- Check what has already been built and how much of the allowance remains.
- Check cultural-heritage status, shore protection, easements and underground utilities.
- Measure every relevant boundary correctly and obtain written consent where allowed and required.
- Confirm whether structural, fire, plumbing or ventilation work triggers a notification.
- Keep drawings, decisions and written consents for the life of the building.

The building-rights review costs 1,995 SEK and gives you a written assessment of the planning route, available allowance, boundaries and practical next step. It is a private review, not a municipal decision. The amount is deducted if you continue with a larger assignment.
